This is a Cicada.
There are several thousand species of these noisy critters. They are known for their high pitched noise the males make
using special membranes in their abdomen. They are noted for their annual migration above ground. Eggs are
placed in the limbs of trees by the female. A riced size and shaped egg will hatch and the bug will make it's way
to the ground and bore into it until they reach a root of the tree. Depending on the species they could emerge
from their tree root feeding area annually up to 17 years.
